Simply the provider is limitting the outbound email with the attachment or the receiving email's server is refusing it for security.

If you use your own smtp you could use mail queue manager and see what is the exact error. The plugin uses the built in api of wordpress to send the email. It does not really care if there is attachment or not. The only party that is in any way limiting this are the mail servers. My suggestion is to use it without attachments or may be switch to other mail provider.
