They get a screen that says Paypal has not verified payment, this page will refresh in 5 seconds. They get an email, but with no download link. How would sending you a payment of $0.01 help?

Testing with my account and verify transactions off will give us 100% correct info if there's a technical problem delivering the ipn or not.
